General Accuracy Value (75%)

All single targeted powers have the exact same accuracy (75%, against an equal level foe, unless there are any buff/debuffs in play, like stone armor, or parry). A few powers are more accurate. this is usually related to a Power Set, like Radiation Blast, or Weapon (sword) powers. Also, AoE powers are calculated differently. And finally, all Accuracy is modified when attacking higher or lower level targets.

Accuracy has always been like this, and is not likely to change. We will never stealth nerf this, and probably will never change it at all (missing is no fun, we'd rather give villains more HP than reduce player Accuracy). The only exception would be AoE powers, which changes how many targets are affected (for instance, we are raising the Accuracy of Mass Hypnotize, so it sleeps more targets). But single targeted powers have been, and forever shall be 75%.

We will never "Stealth nerf" accuracy. There is absolutely no need to. It is not fun to miss. We do not want to make the game less fun. We would sooner raise villain HP than lower accuracy, and we would tell you if we did so. But we have not plans to do even this. We are happy the way it is. There is no need to change it. It is 75% to hit an even level foe with a targeted power (not considering buffs or debuffs)

  1. Take any character.
  2. Find a villain that is your level. be sure to pick one you are sure has no defense buffs, and cannot debuff you. (The best example I can offer would be any low level hero against a hellion. I suggest low level so you wont be defeated while trying. I suggest hellions b/c, while they do have some damage resistance (guess what damage type), they have no defense buffs or ACC debuffs.)
  3. Don't use a power that buffs you or debuffs them.
  4. Pick one power. A Faster one will make this easier.
  5. Now attack foes that are the same level as you. Try to take on 1 or 2 at a time so as not to get distracted by the test.
  6. Attack 100 times. Count every hit and every miss. Obviously, you will need to find more than one target as the first one will be defeated.

I guarantee you that you will hit about 75% of the time. I say "about" because it is random. The more iterations you test, the closer you will come to 75%. You will notice strings of misses and strings of hits, but the more you test this, the more you will see it is 75%. Many beta testers have tested this, and the results are always the same.

Players often think they are missing more than they should because you never notice the hits as much as you notice the misses. misses never happen when you want them to.

AoE Accuracy

AoE Mez powers are about 80% as accurate as Targted powers. Targeted powers hit 75% of the time. But on an AoE Mez power, that would mean 75% of the foes in the area would be affected. That is too powerful. The way AoE powers work, each target in the affected area is calcualted indivdually to see if it is affected. With an AoE Mez power set at 80%, that equates to:

Other Accuracy Notes

Accuracy is the same for everyone. Single Target attacks get a 75% hit rate. If the attack comes with a "drawing" animation it gets +5%. If the attack is AoE it is 80% of a single target attack meaning 60%.

These numbers are for even coned non-boss mobs with no enhancements, buffs, or debuffs.

Good question. No it does not. It is not a trivial change to make it work that way.

Although your true ACC can be higher than 95%, your effective ACC can only be 95%, that is, there is always a 5% chance you will miss. Having a true ACC higher than 95% will allow you to counder ACC debuff, villains with higher defense, and higher level foes.
