Buff cap is 95% defense (or 5% chance to get hit). And that is for each attack type - that is, you can have defense to 95% defense to lethal and 95% defense to ranged, and stack those to defend against bullets (a ranged lethal attack).

Yes defense and Damage Resistance for defense powers are flat. But it is a PERCENTAGE! So it doesnt matter how much damage a villain does, it always reduces by the same percent.

And that Percentage can be increased with Enhancements.

There is not "law of diminishing returns" and it is not restricted to scrappers. It is the same for tankers. The defense keeps up with villain damage just fine.

You can have more than 95% defence, it is just that no attack can have less than 5% chance to hit.

An exact defense of 95% would give you a 95% defense only if:

If any of the above statements are not true, then you no longer have a 95% defense. So, you will need more. If you have more than 95% defense, you can then counter the above situations. The higher your defense is above 95%, the more you can keep it at 95%, even if you are fighting foes with the above conditions. (So although your true Def can be higher than 95%, your effective defense can only be 95%, that is, there is always a 5% chance something will hit you).

Hover

Hover reduced a foes chance to hit by 5%. If you ever played D&D, thats like a +1 to AC.

Also, this bonus can, of course, be increases with Enhancements. Most minions have a 50% chance to hit you. Most Lts have a 75% chance. Remeber, the defense bonus is not the point of the power. the Point is you can Fly and fight, and then you get access to Travel Fly.

Hover, Combat Jump, Stealth, Leadership/Defense

They ALL stack. Each is Enhanceable up to 120% increase, so Hover can go up to 11%. Remember, in our game the defense value is how much a targets chance to hit is reduced (subtracted) by.

Temporary Invulnerability, Unyielding Stance

TI has greater resistance to physical damage. ITs Max Resistanace potential w/ enhancements is the highest in the game. US resists less than TI, but resists more damage types. more importatantly, it protects you from mez and KB effects.

Wet Ice

"When you activate this power, you cover yourself in a thick coating of slick, melting ice. This makes you slippery, leaving you nearly immune to Disorient, Immobilization, and Hold effects. Wet Ice also increase your defense to most attacks and resistance to Cold damage. Cannot be used with Frozen Armor, Glacial Armor, or Hibernate. Recharge: Very Fast"

This is correct. Wet Ice offers defence (armor, so less likely to hit) to all attacks except psionics. IT also offered damage resistnce to cold. MORE IMPORTATNLY, Wet Ice protects you from Holds, Disorient, Immobiization and knockback effects. This is the real point of the power. For shere armor defense, Frozen armor and glacial armor are more effective.

The short help for Wet Ice is (was?) incorrect and will be fixed

Super Speed

If it hasnt been changed already, Super Speed is going to loose its defense buff. The speed will stay the same.

The reason it was given a Defense buff was becaue you can run so fast, you run into villain that are spawning right in front of you, and you get pummeled before u can react. So we added a defense buff, but that proved to be too powerful in Beta. So now it will be getting an effective Stealth buff (sorta). While running, spawning villains should tend to avoid you.

Cloak of Darkness, Stealth

Cloak of darkness is better. it has not movement penalty, and offered better defense as well.

But Stealth leads to Invisibility and Phase Shift.

Choices are the nature of the game, and the fundamentals of developing a Hero.

Stealth, Invisibility

invisibility has a higher defense, higher "stealthyness" (pretty much impossible to be seen by most foes) and you can move at a normal rate... but you cannot attack while it is on.

A Hero with stealth can be seen at close range, allthough you can get much closer if you sneak from behind. You are slower while stealthed, but you can attack while stealth is on, and still keep you defense bonus.

Broadsword Parry

Parry buff lasts 10 seconds. It increases your melee defense by 20% (if a melee villain hit 50% of the time, he will now only hit you 30% of the time).

Its combines Animation and Recharge time is 5 seconds, so you can overlap it. The buff STACKS. So You can increase your buff to 40% for some time (if a melee villain hit 50% of the time, he will now only hit you 10% of the time, diuring the overlap).

Personal Force Field

I believe it is 95% chance to avoid even-level mob and lower for higher, but increased more with enhancments. It also has Damage Resist in it (that cant be enhanced because it is very high base resist)

Your pretty much correct. But additionally, if you are a defender, that 95% defense works on mobs that are 3 or 4 levels higher than you (cant recall exaclty off hand). The Controller verison is also 95%, but only for foes up to 2 or 3 levels higher than you. Mobs higher than that start to get a better chance to hit, unless you put in defense enhancements.
